Modification of Border Measures
1. As the classification of COVID-19 in the Infectious Diseases Control Law is to be changed based on the January 27, 2023 decision made by the Novel Coronavirus Response Headquarters, all border measures, including provisional measures to prevent the spread of COVID-19 will be lifted on May 8, 2023.
In the meantime, a procedure tentatively named, “Genomic Surveillance of Infectious Diseases” will be launched to monitor the inflow of new infectious diseases on May 8.
2. Existing provisional measures requiring travelers and returnees arriving from China (excluding Hong Kong and Macau) by direct flight to be subject to an on-arrival COVID-19 test to collect samples for genome sequence analysis will be maintained.
Beginning April 5, such travelers and returnees will be required to submit either a certificate of negative result of COVID-19 test conducted within 72 hours prior to departure, or a valid COVID-19 vaccination certificate of three doses or equivalent, just the same as all the other travelers and returnees.

Relevant airlines will continue to be requested to confirm that their passengers possess either a certificate of negative result of COVID-19 test conducted within 72 hours prior to departure, or a valid COVID-19 vaccination certificate of three doses or equivalent.
The process of confirming the abovementioned certificates upon entry into Japan will be simplified from April 5.
